Well for me with 16.04.1 it was not working until I add locales-all package.

But still, language-settings allows me only to add english language it seems.
If I try to add french-canada, utf-8 (or pretty any non english) it does not appears
in the list, and do like if it was never added.

Did you add french-canada through the instructions above then use the language tool to add the additional french-canada support?

    Open a terminal and run

    sudo apt-get install language-pack-gnome-fr

language-pack-gnome-fr is already the newest version (1:16.04+20160627).

I installed most french pack manually, but I would like the preferences/languages to work,
because I install LXLE for other people.

ya, i really got to figure out a good way to fix locales. I used localepurge to save disk space on the iso turned out to be a wrong move.

BTW, I see in bodhibuilder Settings: "Locales to includes" but did not cared up to now to write something there. Guess I would prefer if it was "Locales to excludes" :-)
Not sure if need full format... or what. Would "fr,en" be valid?
